Normal Council votes on Main Street Water Extension Project

NORMAL, Ill.- On the agenda was the resolution to award the bid for the Main Street Water Main Extension Project to SNC Construction, at the cost of $417,505.59. Plus up to a Potential $5,000 bonus for early completion.

The resolution also authorizes City Manager to execute agreements with Union Pacific and RailPros.

Put simply this project would benefit the water system below the recently renovated and busy Main Street.

Councilman Kevin McCarthy disagreed with Councilmen Stan Nord’s position on putting that on the back burner 

“We don’t wait until people complain about things that break. That’s not the policy of this council. I’m sorry, I just flat disagree with that policy…’Let’s wait until something breaks and people are complaining about it before we do anything,'” said McCarthy.

Nord tried to push that the council should fund other problems because of the COVID-19 pandemic. He says that there just isn’t enough revenue to fund projects that aren’t causing any issue. Nord also brought up the 35 lead pipe lines in the water systems and said those should be addressed.

Nord called a point of order

“This meeting is suppose to be about issues, it’s not suppose to be about the reasons why you think another council member is making a decision that they are,” said Nord. “So let’s keep the conversation to the business and your own personal opinions not those of other people.”

Mayor Chris Koos disagreed with Nord’s point of order.

The council voted in favor of the resolution, all except Nord.
