NORMAL, Ill. – The Normal City Council held its first council meeting of the month on December 5. Public comments addressed concerns about the city.

Among these were apprehensions regarding the structural integrity and safety of Normal, particularly, the sidewalks.

One public commentator said, “Normal focuses on the wants, not the needs.”

He noted that there was a new sidewalk created below the route 60 sign, while sidewalks in his neighborhood were uneven, causing his wife to break his leg.

The resolution to accept bids and award a contract to Stark Excavating, Inc. for the Savannah Green Streets & Alleys Project was approved, in the amount of $3,744,274.65, after over seven years in the making. This amount will not cover every alley and street, and the project will need a second phase. The plan is set for the vendor to be ready to start in April and conclude the project in August.

The council came to a resolution to waive the formal bidding process and authorize the purchase of the mobile license plate recognition (LPR) system and installation on the parking enforcement vehicle by minuteman security & life safety at a cost of $47,164.70.

Lastly, an approval was made for the appointment to the McLean County Regional Planning Commission as Rory Reberge has been elected to fill the empty position.

The Normal Town Council will meet again on December 19 at 7:00 p.m.
