NORMAL, Ill. - A 21-year-old Bloomington man charged with sexual assault of a minor appeared in court Friday, Feb. 21 for an arraignment hearing. Brandon L. Umstattd was charged with predatory criminal sexual assault with a victim under 13 and aggravated sexual abuse.
